Effectively solicit, award, and administer subcontracts for a myriad of services in order to win and deliver successful projects under U.S. Federal prime contracts, both domestically and around the world. Overall Role Responsibilities: · Develop strategies for effectively bidding, awarding, and administering subcontracts which support project schedules, quality performance, and price objectives will mitigating risk to the company. Support business group Project Managers and Business Development Managers in winning and delivering successful projects under US Government contracts. · Coordinate with proposal and project team members to successfully deliver projects in compliance with established procedures for work in the federal market. Projects may be in domestic or international locations. · Serve as Subcontracts Lead for one or more large programs or projects, overseeing execution of all procurement related activities (subcontracting and buying) for those projects. Provide guidance to project team on subcontracting issues, focusing on change management and other risk mitigation. · Handle complex subcontracts to include: consulting with project team on price type and source selection plan, generating requests for proposal, leading evaluation team, analyzing proposals, negotiating subcontracts, administering changes. · Conduct and document price analysis and cost analysis · Administer cost-reimbursable, T&M, and fixed price subcontracts. · Prepare compliant files in CPSR environment · Administer subcontracts in compliance with CH2M Policy and all applicable contract and regulatory requirements · Advocate for use of small and small-disadvantaged businesses; maximize small business plan goal achievement · Perform subcontract closeouts; obtain subcontractor release documents · Support the Project Manager in resolving any subcontractor disputes · Accountable to the Regional Procurement Manager and Subcontracts Supervisor · Maintain effective relationships with subcontractors, project team members, management, clients, and support organizations. · Compliance with established policies and procedures. · Works independently under minimal supervision. No direct reports. Minimum Qualifications Must have 10 years’ experience in Federal Subcontracting of services · Has good working knowledge of Federal procurement requirements, practices, and standards. · Is able to effectively author and compile subcontract documents, as well as internal and external communications, proposals, and reports. · Ability to manage multiple assignments simultaneously · Ability to work in a team environment · Strong communication and organizational skills · Price analysis and negotiation skills Must be able to effectively communicate with subcontractors, project teams, and others. · Uses personal computer in support of electronic mail, and standard Microsoft Office software. · Ability to effectively use electronic purchasing systems. · Bachelors degree in Business, Law, Engineering or Professional designation in applicable field. Experience in lieu of a degree is acceptable. Preferred Qualifications Experience subcontracting for overseas and/or nuclear and/or construction projects is desirable · CPCM, CCCM, or CCFM Certification from the National Contract Management Association (or other international equivalent) is desirable.
